Mr.
Boquiren was a member of Class 25 (July
2, 1990 to June 26, 1991) of the National
Defense College of the Philippines (NDCP);
he was given a Masters Degree in National
Security Administration (MNSA) and awarded
the rank of Lieutenant Colonel. He was
one of the principal founders of the Rainbow
Citizen's Patrol -- a group of concerned
citizens that assisted the police in the
80's.
At
the time of the study (1992) he was the
security chief of Alcantara and Sons,
and a consultant on security and military
affairs for the Office of the Presidential
Assistant for Mindanao.
